583 apartments for Berlin: HOWOGE starts construction work for an energy-efficient district in Treptow-Köpenick

The construction work for a green, energy-efficient residential area with 583 affordable apartments in Berlin Treptow-Köpenick has started. The State-owned HOWOGE Wohnungsbaugesellschaft mbH is building a residential district with 14 buildings, a day-care centre for 70 children and 950 square metres of commercial space on the approximately 29,000 square metre site in Anne-Frank-Strasse. 292 apartments of the one to five-room apartments are let as social housing in accordance with the cooperation agreement with the State of Berlin. Half of the apartments will be barrier-free. Planned according to the former KfW 40 standard, the district has a low ecological footprint. “The building permit has been granted, the preparatory construction measures are already underway,” says HOWOGE Managing Director Ulrich Schiller. “Completion will take place in three construction phases, so that the first tenants will be able to move in as early as winter 2025." According to current plans, construction work for the entire district will be completed in spring 2026.

The district was developed in the first stage of a partnering process by BATEG GmbH and ZOOMARCHITEKTEN together with HOWOGE. This close cooperation between execution, planning and client grouped the individual technical expertise at an early stage. The aim here is to achieve cost optimisation and ensure high quality through coordinated ideas and efficient processes.

Architecture and urban development

The district is located between Anne-Frank-Strasse and Mohnweg in the Altglienicke district in Berlin’s southwest and consists of 14 buildings with four to seven storeys. In their cubature, the block buildings mediate between the surrounding settlement structures, are lined up along promenades and form the spatial setting of green squares of the district which create its identity.

The “Anne-Frank-Strasse” residential district is planned to be predominantly car-free and is characterised by lavish green spaces, including fruit trees and raised beds of herbs. Two squares serve as meeting places for the neighbours. Here, the residents find recreation, play facilities for children and table tennis tables for social sports. The C-shaped, more private green spaces of the residential area offer opportunities for retreat. In addition to 1,080 bicycle parking spaces and 56 covered parking spaces for cargo bikes, 251 car parking spaces are offered, including in an underground car park – 26 of which are pre-equipped for electric mobility.

Ecological overall concept

As with all construction projects, HOWOGE is doing everything it can to leave as small an ecological footprint as possible. The buildings will be constructed according to the KfW 40 energy standard. Photovoltaic systems are planned on the buildings, which will supply the tenants with reasonably priced, CO2-free electricity from their own roofs. In the apartments themselves, decentralised apartment stations provide heating and hot water. The energy savings here are mainly due to the low system temperatures. Water is not heated centrally to 60 degrees, as is usually the case, but only to 45 degrees in the apartment when required. This leads to energy savings of up to 30 percent.

Swales are integrated into the design concept for rainwater infiltration, and extensive green roofs retain rainwater. New climate-adapted deciduous trees will be planted throughout the outdoor space, flowering meadows will be created for pollinating insects and lawns will be created that can be used in many ways.

Development plan of Anne-Frank-Strasse

The basis for the new building project is the development plan 9-56 VE (Anne-Frank-Strasse). As part of the development plan process, a formal public participation was also carried out by the district of Treptow-Köpenick; residents and other interested parties were able to submit their comments. On 6 November 2019, the Treptow-Köpenick district office, together with HOWOGE, held an information event on the residential district development on Anne-Frank-Strasse at the Mohnweg primary school. The development plan procedure, the planning goals and the current planning status were presented by the District office and HOWOGE.
