The municipal housing company STADT UND LAND has completed the concept procedure for the allocation of three building plots to third parties at Buckow Fields. The contracts were awarded to the Bürgerstadt bidding consortium for construction site V in the center of the new neighborhood and to UCB Rot Buckow eG for the western part of construction site III and construction site XI in the southeastern area of the neighborhood.
Bürgerstadt’s ambitious and sustainable concept for Building Area V was convincing. UCB Rot Buckow eG was the only bidder to formulate an overarching idea for construction sites III and XI. The concept implements the specified design guidelines very well and is also a perfect fit for the neighborhood development in all other of the points formulated as criteria.
STADT UND LAND has concluded ground lease agreements with both partners, each with a term of 99 years.

At Buckow Fields in Berlin’s Neukölln District, which were previously used mainly for agricultural purposes, STADT UND LAND is working with the leaseholders to develop a socially mixed urban district with around 900 apartments, generous open spaces, and several squares.
At least 30 percent of the floor areas of the overall neighborhood that are allocated to housing will be built in a way that is eligible for social subsidies. On the STADT UND LAND construction sites, half of the apartments will be rented with social ties, including to senior citizens, special forms of housing, and recognized refugees. From the outset, part of the concept for Buckow Fields was that three plots of land would be granted to third parties permanently oriented toward the common good in a concept procedure by means of hereditary building rights. These will build about one-fifth of the planned residential space.
A total of 23 cooperatives, foundations, non-profit associations, and societies, as well as other associations of groups, participated in the STADT UND LAND bidding process, which began in June 2019. Bidders had to consider a variety of requirements, including integration into the neighborhood concept, housing and user mix, social offerings, and achievement of social and public welfare objectives to add value to the urban district. Further criteria for the evaluation of the concepts were the design of the outdoor facilities as well as ecological and energy-related measures.
The concepts were evaluated by an advisory committee consisting of representatives from the Senate, the district, and associations, among others. During the concept process, all bidders and bidding consortia demonstrated a high level of social competence and wanted to ensure a socially mixed, collaborative, and vibrant urban district through the creation of community spaces, for example, recreational areas, playgrounds, garden areas, and shared spaces such as meeting places, cafés, and neighborhood stores.
